David Mackenzie, Consulting Associate

Mr. Mackenzie is a senior level financial analyst with over 35 years of experience in a variety of strategic financial planning and structuring situations. He has provided executive advisory services to both private and public operating entities, with a strong focus in the planning, development and financing of infrastructure projects including both traditional and non-traditional service delivery approaches.

He is a frequent speaker and writer on infrastructure finance and management issues. He was a contributing author of The Privatization Book, the first comprehensive guide to the privatization of water and wastewater systems, and was a technical advisor on finance issues for the book, Comprehensive Guide to Water and Wastewater Finance and Pricing, the authoritative guide for utility financial planning, and rate determination.

In the United States, Mr. Mackenzie serves as the Director of Economics and Finance for Alternative Resources, Inc. (ARI), a consulting firm that specializes in planning, structuring, implementing, and providing monitoring services for public-private partnerships for environmental facilities.

Mr. Mackenzie’s experience outside the United States includes consulting and training engagements on institutional and legislative needs, project structuring, financing and procurement in Canada, Puerto Rico, Thailand, Argentina, Albania, Jordan, Egypt, and the former Czechoslovakia.
